glibc-headers: skip the compiler check
It's meaningless. We fake some minimal stuff with the host compiler to get
the headers. The compiler version is not relevant here.
This makes it possible to build the toolchain with a host gcc 5.x even
though glibc-2.30 requires gcc >= 6.2.
