This adapts all files that were identifed by licensecheck
(https://salsa.debian.org/build-common-team/licensecheck.git) as
licensed under the GPL.
The advantage is that these specifiers are machine-parseable which helps
license conformance, e.g. for packaging barebox in Debian.
While touching these files also do some minor comment reformatting to
get some uniform layout.

Add appropriate calls to of_machine_is_compatible() to all initcalls
to avoid having those executed for wrong boards in multi-board build.

This patch creates a consitent set of device parameter functions.
With this we have: dev_add_param_<type><access>
"type" is one of: int32, uint32, int64, uint64, string, mac, ipv4, enum, bitmask
The improvement here is that we now can exactly specify the width of the
int type parameters and also correctly distinguish between signed and
unsigned variables which means that a variable no longer ends up with
INT_MAX when it's assigned -1.
"access" can be empty for regular read/write parameter, "_ro" for readonly
parameters which get their value from a variable pointer in the
background or "_fixed" for parameters which are set to a fixed value
(without a pointer in the background).
Some more exotic types are not (yet) implemented, like
dev_add_param_ip_ro.

OF fixups cm_cogent_fixup() and hb_fixup() are supposed to modify the
Linux device tree. And they did originally, but commit
e520a8cc463760d21890b35218e4dac817e7c7e7 changed them to use
for_each_compatible_node(), which iterates through the Barebox DT.
Use new for_each_compatible_node_from() to specify the Linux DT root
as the start point.

We have our file helper functions in several places. Move them
all to lib/libfile.c.
With this we no longer have file helpers in fs/fs.c which contains
the core fs functions and no functions in lib/libbb.c which are
not from busybox.

This patch converts users of of_tree_for_each_node to recently added
for_eacg_compatible_node helper. Also of_tree_for_each_node is removed
from public OF API.
