Port of a Linux commit feb85d9b1c47ea8dbcae559ff127b433fdb245b7
Split pcie-designware.c into pcie-designware-host.c that contains the host
specific parts of the driver and pcie-designware.c that contains the parts
used by both host driver and endpoint driver.

This adds a PCI driver for the controllers found on Marvell MVEBU SoCs.
Besides the functional driver itself, it also adds SoC specific PHY
setup required for PCIe. Currently, only Armada 370 is fully supported.
