Port SMCCC code from Linux kernel. To accomodate that:
- Introduce CONFIG_ARM_SMCCC, to allow enabling the code
independent of CONFIG_ARM_SECURE_MONITOR
- Bring <linux/arm-smccc.h> in

This adds the Linux dentry cache implementation to barebox.
Until now every filesystem driver resolves the full path to a file for
itself. This leads to code duplication and is error prone since
resolving paths is a complicated task. Also it can narrow down the
lookup performance since barebox only knows ASCII paths and has no way
of caching lookups.
With this patch we get the Linux dcache implementation. The path
resolving code from fs/namei.c is nearly taken as-is, minus the RCU
and locking code. Dcaching is made simple as of now: We simply cache
everything and never release any dentries. Although we do reference
counting for inodes and dentries it is effectively not used yet.
We never free anything until a fs is unmounted in which case we free
everything no matter if references are taken or not.
This patch also contains a wrapper in fs/legacy.c to support
filesystems with the old API.

With serdev device support added there's now a corner case where:
1. There is a DT node for a serdev device on one of the UARTs
2. There is no driver that binds against serdev device's compatibility
string
with 1 and 2 being true it is possible to end up in a situation where
a particualr UART has not been initalized to any baudrate when
clock_notifier_call_chain() gets called. This effectively translates
to
set_baudrate(uart, 0);
which for LPUART driver result in a division by zero.
To avoid this problem, convert lpuart_serial_setbaudrate() to treat
zero baudrate as a request to disable the UART. While we are at it add
a BUG_ON() to lpuart_setbrg() to simplify finding any future bugs.

Currently the backlight implementation stretches a brightness change over
a period of 100ms. While this is a fine default for PWM backlights, a user
might wish to change this slew time to meet other constraints or even
completely disable it for some backlight devices.
Add a parameter and provide the default value from the backlight device.

Let the handler store 16 bit of handler specific flags in
the generic handler struct. The setup functions of some
bbu handlers let the user specify a flags field. With this
change they can now pass generic and handler specific flags
in a single variable without having to use a second parameter.

This is needed when host is known to not work properly in high speed
mode.
In linux, chipidea driver supports 'maximum-speed' device tree property.
When that is set to "full-speed", driver sets PFSC bit in PORTSC
register, which disallows use of high speed mode.
This patch implements same support for barebox.
Important technical detail is that PFSC bit is cleared by port reset,
thus setting it has to be done in ehci->init() callback which is called
after ehci_reset().

It is not always desired to get the devicetree from image data and load
it to a SDRAM region at the same time. Sometimes it's enough to just
load it to an allocated address (in case the user has no constraints
where the devicetree should be placed.
This patch splits bootm_load_devicetree into bootm_get_devicetree which
returns a pointer to the allocated devicetree and bootm_load_devicetree
which loads the devicetree to a specified region.

Optimized version of memset() in memset.S if called as:
memset(foo, 0, size)
will try to explicitly zero out data cache with:
dc zva, dst
which will result in Alignement Exception (DABT) if MMU is not
enabled.

in "ARM Architecture Reference Manual. ARMv8, for ARMv8-A architecture
profile"
In similar vein, using optimized version of memcpy() could lead to a
unaligned 16-byte write (using 'stp'), which is not allowed for
Device-nGnRnE type of memory (see D5.2.8) and would liead to
Alignement Exception.
To fix both problems expose non-optimized and optimzied versions of
the function and created a wrapper to dispatch the call to either one
based on if MMU is enabled or not.

Generalize high baud rate UART polling code found in lib/xmodem.c and
expose it as a generic function in console API.
The usecase for this -- besides X/Y-mode data transfers where the code
originated -- is command/reply type of serial exchages at high baud
rates (~1Mbaud) with payloads exceeding inernal UART FIFOs in
size. Such interactions are not uncommon in serdev device and this
patch is done in preparation for serdev support code that will follow.
