ptxd_kconfig_find_config: fail for mode=run if no config is found
mode=run is used to generate the dependencies. Usually, this only happens explicitly on the current top layer. A non-existent config already fails earlier. For collections, the dependencies are generated for each layer to generate the kconfig files. With this all layers below the first config file are ignored.
