wrapper: only use icecc if ICECC_VERSION is valid
This makes it possible to unset ICECC_VERSION_HOST or ICECC_VERSION_TARGET.
This is useful to disable icecc for host-tools in target packages. This is
important because currently there is no way to tweak the compiler options
to deal with icecc problems.
