Yes, this patch looks kind of messy, but it hopefully tidies the
environment section up. A lot of the patch is just inserting
punctuation at the right places and omitting them in not so right
places, harmonizing spelling, adding reST markup, and bringing the text
up to date.

According to the docutils reference manual, the rule for lines is:
"The underline/overline must be at least as long as the title text."
As some headlines have autogenerated names and we don't know the exact
lengths, make the underlines significantly longer, in order to make the
warning go away.

Nowadays 'fakeroot' will be built as a host-tool when the toolchain is
going to be built. There is no need for this tool to be present on the host
anymore.

Now, that substitutions happen before the sphinx run, the '\ ' magic so
that the substitute patters are found, are no longer needed. And code
sections can now be used here. This is needed to break long lines for in
latex output.

The toolchain version should contain the patch-level version in all cases
so a separate variable is not needed. This fixes several instances where
the toolchain version was used incorrectly without the patch-level version.
