Do this by including the the hosttools_noprompt section for the
platformconfig.
This way, we don't need to manually add a package to the platformconfig
when it is needed. Exceptions are special packages that are always enabled
and host-gobject-introspection because it needs host-qemu. These packages
are now in the new hosttools_noprompt_ptx section.

This way the symbol only shows up in the config if ALLYES is enabled. This
avoids unnecessary noise in the config files.

...in order to align with target package. So that we use the same version and
patches as the target package. Before this patch the host version was at a
different version number and missing the patches, so that only a static lib was
created. This break host packages which try to link the static lib into a
shared lib.
