Changes allowed in micro releases (x.y.Z): 

	- only ptxdist bugfixing and documentation fixes
	- package URLs which don't download any more
	- parallel builds: only disable parallel builds by using
	  PARALLELMFLAGS_BROKEN

Changes allowed in minor releases (x.Y.z): 

	- everything which is allowed for micro releases
	- new packets
	- new packet versions
	- changes in the menu infrastructure

Changes allowed in major releases (X.y.z):

	- everything which is allowed in minor releases
	- structural changes
	- everything else
