ARM: rpi: add Raspberry Pi 4 support
With basic driver support added in previous commits, add the boilerplate
to have barebox-raspberry-pi.img usable as bootloader for the Raspberry Pi 4
in 64-Bit mode. Tested peripherals:
- SD-Card
- pinctrl
- clocksource
- mini-UART
