kbuild: support ccflags-y, asflags-y, cppflags-y, and ldflags-y
Some Makefiles use ccflags-y, but it is not actually supported.
Support ccflags-y, asflags-y, cppflags-y, and ldflags-y like Linux.
Remove the workaround in drivers/pci/Makefile.
