Building packages with prefix=/ is getting more difficult.
For sysroot-host and sysroot-cross is doesn't really matter, so switch to
prefix=/usr here as well.

Replacement For Sun RPC. Some distributions now build glibc without it, so
libtirpc must be used instead. Provide our own version so it's always
available. Build only a static library to avoid conflicts with the system
version at runtime.
