platform-v7a: toolchain version bump 2016.06.1 -> 2018.02.0
A new OSELAS.Toolchain is out, with gcc-7.3.2 and glibc-2.27.
Switch v7a platform to new toolchain, now that ptxdist-2018.03.0 and
barebox-2018.03.0 are ready for it.
Switch gdbserver to gdb-8.1 as well.
